Takes about two minutes. If we filed your original entries, our customs team may be able to submit an eligible CAPE Declaration for you.

What we help with

What the review covers

Your entry list

We'll help you put together a list of entries where you paid IEEPA duties, with the amounts.

Where each entry fits

We'll help you figure out which refund phase each entry may fall under and what has to wait.

Your account setup

We'll walk you through confirming your importer number and refund bank details are set up in ACE.

Problems to fix first

We'll point out the mistakes that commonly get refund requests rejected, like wrong entry numbers.

Quick check

Where do you stand?

Answer two quick questions to see what applies to your entries.

1. Are your entries closed out?

Closed out means CBP finalized the duties and the window to dispute them has passed.

2. Did you file your own court case?

A case at the Court of International Trade asking for an IEEPA refund.

Your answer will show up here

It takes two taps. Not sure about your entries? That's what the Readiness Review is for.

If your entries aren't closed out yet

Likely open

You may be able to file now

Entries CBP hasn't finalized, or finalized in the last 80 days, go under Phase 1. Entries flagged for reconciliation, with no reconciliation filed yet, go under Phase 2.

Finalized more than 80 days ago? CAPE won't take those, but a formal dispute, called a protest, may still be an option while the window's open. Ask your broker soon.

If your entries are closed out and you filed a case

Open

Phase 3 may be open to you

Phase 3 only covers entries the court has ordered CBP to reopen. You can file first if you gave CBP your importer number by July 30, 2026. If you gave it later, CBP says it'll send separate instructions.

Courts deciding

Phase 3 doesn't cover you yet

The government has appealed whether importers who didn't sue can get refunds on closed-out entries, and the courts haven't decided. Ask a customs attorney about deadlines that may apply.

How it works

  1. Step 1

    Send the form

A few questions about your imports and who filed your entries.

  2. Step 2

We go over what you have

Our customs team reviews what you've shared and what may be missing.

  3. Step 3

We walk you through next steps

We'll talk through what may be ready to file, what to fix first, and what may need an attorney.

Common questions

Before you request a review

Is my refund automatic?

No. Someone has to file a refund request with CBP, called a CAPE Declaration, and it has to pass CBP's checks before any money moves.

Do I need a lawyer?

For entries that are still open, usually not. For entries that are already closed out, the path to a refund currently runs through the Court of International Trade, so talk with a customs attorney.

What if another broker filed my entries?

Only you or the broker who filed your entries can submit the refund request. We can still help you gather the right information, get organized, and coordinate with your broker or attorney.

What happens after I send the form?

Someone from our customs team will reach out to talk through your situation and what you'll need.

Want help sorting this out?

Send us what you have, even if it's incomplete. We'll help you get organized and figure out the next step.
